Super Troopers 2 May Film This Year

It's kind of amazing that the world has yet to see a sequel to Super Troopers. Sure, Broken Lizard, the comedy troupe behind it all, never saw quite the same the critical and box office success after?its cop comedy hit the scene back in 2002 (though Beerfest came close in the box office department), but that just makes the film's nonexistence all the more anomalous. You'd think that after a few films failed to hit,?the troupe would?fall back into the safety net that is Super Troopers, but despite rumblings over the years that the members?had ideas for it, that never happened. It might soon, though.

Broken Lizard members Kevin Heffernan and Steve Lemme (Farva and Mac, respectively) recently did an interview with the site Guy Speed?[Via Screen Crush] to promote an upcoming comedy special, and they revealed where they're finally at with the sequel:

?There will be a Super Troopers sequel. We put it off for a while and then came back to it. We wrote the script and handed it in to Fox and now we?re just negotiating the time and the place and hopefully shoot it some time this year. I have to start growing my mustache now.?

That's good news if you're hoping to see the Broken Lizard gang put on the state trooper uniforms once again. Assuming Fox does actually move forward with the project, that is.

We're sure a Super Troopers sequel has the potential to be a big hit a decade later (the film's still a riot after many, many, many rewatches), but given the gang's recent track record, it's understandable if all involved want to make sure that everything is in tip-top shape before pulling the trigger. If it isn't, and they do go ahead, a Super Troopers 2 failure may put the final nail in Broken Lizard's coffin.

But what say you? Do you even want a Super Troopers 2 all these years later?

Canadian exports help trim large current account gap

OTTAWA (Reuters) - Canada's current account deficit narrowed in the fourth quarter of 2012 as the country exported more goods to the United States, but the gap remained near record levels and analysts maintained their glum outlook for Canadian economic growth and trade.

The current account deficit for the quarter totaled C$17.3 billion ($16.9 billion), Statistics Canada said on Thursday. That was slightly bigger than the C$17 billion forecast by analysts in a Reuters poll, and smaller than the revised C$18.04 billion gap in the third quarter.

But the shortfall remained well above year-earlier levels and uncomfortably close to the record current account deficit of C$19.4 billion posted in the third quarter of 2010.

"Today's report reaffirms our expectation that net exports will provide a modest positive contribution to what is expected to be a mediocre GDP (gross domestic product for the fourth quarter)," Mazen Issa, economist at TD Securities, wrote in a note to clients.

"This does not reflect an improving external sector however, as the slight boost from net exports is expected to stem from a greater decline in real imports compared to the decline in real exports."

Statscan will report fourth-quarter GDP on Friday, and the consensus forecast is for 0.6 percent annualized growth.

Canada's GDP and employment have long recovered the losses of the 2008-09 recession but exports have yet to return to pre-crisis levels, battered by weak U.S. demand and the strong Canadian dollar.

Uncertainty in Canada's top trade partner and a currency seen by many as overvalued suggest the current account deficit, which now stands at nearly 4 percent of GDP, is unlikely to shrink dramatically any time soon, economists argue.

"With the U.S. economy only slowly picking up steam, as fiscal uncertainty muddies the outlook, and commodity prices down, Canada's current account gap is expected to remain sizeable through 2013," said Benjamin Reitzes, senior economist at BMO Capital Markets.

Statscan said a 1.5 percent rise in the export of goods, led by stronger energy and food shipments, was largely behind the smaller deficit. The country's surplus on trade in goods with the United States grew by C$2 billion in the quarter, even though it shrank in the year as a whole.

PRODUCER PRICES UNCHANGED

The deficit on trade in services narrowed to C$6.1 billion from a high of C$6.2 billion previously, helped by greater spending by overseas travelers coming to Canada.

However, the investment income deficit swelled to C$6.9 billion in the fourth quarter from C$5.1 billion in the third on increased earnings by foreigners on their direct investment in Canada.

In an indication that inflation is likely to remain tame, Statscan reported separately that industrial product prices were unchanged for the second straight month in January.

Raw materials prices jumped 3.8 percent in the month, the largest gain since November 2011, making up for a 2 percent drop in December.

Compared with a year earlier, producer prices were down 0.2 percent, while raw materials were down 4.7 percent.

In an upbeat contrast to the otherwise mediocre data on the fourth quarter, commercial borrowing by small and medium-sized businesses in Canada hit its highest level since 2008 in the last three months of 2012, according to a PayNet survey released on Thursday.

PayNet, which tracks commercial financing for millions of North American small and medium-sized businesses, said its Canadian Business Lending Index was up 6 percent in the fourth quarter from the third quarter and up 23 percent year-over-year.

A much smaller percentage of the businesses were behind on their payments, it said.

Pandora establishes 40-hour mobile listening cap for free users

Remember the good ol' days of Pandora? Well, it turns out that you were living in it until today. Stocks plunge as Italy appears headed for gridlock

NEW YORK (AP) ? Stocks are dropping sharply as investors worry that Italy could be seized with political paralysis, stymieing the country's economic reforms and causing another flare-up in the region's debt crisis.

The Dow Jones industrial average plunged 216 points to 13,784 Monday, a loss of 1.6 percent and the biggest drop since November.

The Standard & Poor's 500 dropped 27 points, or 1.8 percent, to 1,487. The Nasdaq lost 45 points to 3,116.

An early gain was gone by midday after reports from Italy suggested that the country was headed for political gridlock following strong gains by former premier Silvio Berlusconi and a protest campaign led by a former comedian.

Four stocks fell for every one that rose on the New York Stock Exchange. Volume was average, 3.8 billion shares.

Giving a voice to kids with Down syndrome

Feb. 25, 2013 ? Researchers from the University of Alberta are helping children with Down syndrome who stutter find their voice and speak with ease.

Stuttering is a common problem that affects almost half of all children with Down syndrome, yet despite the scope of the problem, little research exists about preferred treatment options -- or even whether to treat at all. Researchers with the U of A's Institute for Stuttering Treatment and Research (ISTAR) point to a new case study that shows fluency shaping can indeed improve a child's speech.

"People who stutter, whether they have a developmental delay or not, can do very well with treatment," said study co-author Jessica Harasym, a speech-language pathologist and Elks clinician with ISTAR in the Faculty of Rehabilitation Medicine. "There is no difference between the way the child in our case study responded compared with other children and families we've worked with who don't have Down syndrome."

Co-author Marilyn Langevin, ISTAR's director of research, said there is little consensus in the speech-language pathology community about treating stuttering for kids with co-existing disorders like Down syndrome. Their descriptive case study directly challenges the notion that children with Down syndrome should not be taught fluency skills for fear that failure could lead to frustration and damaged self-esteem.

"The difference in treating a child with Down syndrome might be using more simplified terms and slight modifications in how skills are explained, more modelling of skills -- the more you show, the better," Langevin says.

In the study, Harasym and Langevin worked with an eight-year-old girl, "Sarah," whose stuttering had affected her scholastic performance and ability to speak with friends and teachers at school. Four months of treatment, including the practice of prolongation -- speaking at an exaggeratedly slow rate -- plus breathing techniques and voice management skills inside the clinic and at home, helped Sarah improve her fluency by 98.6 per cent.

"This is front-line clinical research and it is making a difference in people's lives," Langevin says, explaining that stuttering can lead to social isolation, teasing and bullying. She says treatment helped Sarah find a way to get her words out, and helped with school work as well as interacting and making new friends.

"When there is less interference with communication, a child like Sarah can function that much better. She's functioning better with friends, she's functioning better with family, and she's able to reach her potential in a more robust way."

Langevin and colleagues at ISTAR plan to publish studies that report on treating young adults with Down syndrome who stutter, as well as those with Prader-Willi syndrome and other co-existing disorders.

Moon and Mars Exploration Pioneer David McKay Dies at 76

David S. McKay, a pioneering NASA scientist in moon and Mars research, astrobiology and space resource utilization, has died, leaving a legacy of work that will continue to shape the future of space exploration. He was 76.

McKay, who served as chief scientist for astrobiology at NASA's Johnson Space Center in Houston,died peacefully in his sleep on Feb. 20 after battling serious health issues for several years.?

As a graduate student, McKay was in the audience at Rice University in September 1962 when President John F. Kennedy gave his legendary "We choose to go to the moon" speech that put America solidly on a lunar trajectory.

McKay joined NASA in June of 1965 and was a key lunar scientist of the Apollo era, participating extensively in astronaut training leading up to 1969's historic Apollo 11 mission with field trips to Hawaii, Alaska, Iceland, Mexico and many sites in the western U.S. He also was instrumental in the geology training of Apollo 11 moonwalkers?Neil Armstrong?and Buzz Aldrin. Mars rock controversy

The media spotlight shone more brightly on McKay after the Apollo era, primarily because of his work on the "Allan Hills" Mars meteorite, also known as ALH84001.

McKay was lead author of a 1996 paper in the journal Science that suggested ALH84001 may contain evidence of past life on Mars. The claim still spurs controversy, but it also sparked a shift in perspectives that is alive and well within NASA today.

"Whether one accepts their arguments or not, it has led, directly or indirectly, to investigations seeking and finding signs of life in the most extreme environments. History will judge the value of that rather serendipitous outcome, but it seems clear that its significance is, and will remain, great," said David Draper, manager of the Astromaterials Research Office at Johnson Space Center.

David McKay was a valued friend of this reporter, particularly over the years following the ALH84001 uproar. Like many others, I will miss his guidance about the exciting and provocative dynamics of astrobiology.

Controversial Mars rock aside, I benefited from McKay?s cutting-edge thinking on developing and utilizing space resources for churning out fuel, metals, ceramics, oxygen and food to support advanced manned missions, be they for a lunar base or to support human sojourns to Mars.

McKay developed innovative new technology for both life detection and the use of lunar regolith as feedstock, radiation protection, fuel, nutrient source for microbial bioreactors and long-term lunar habitation.

Continuing McKay's work

McKay was a great advocate for science and exploration, said Bernard Foing, a scientist at the European Space Agency and executive director of the International Lunar Exploration Working Group.

"We should continue his inspiration," Foing said in a tribute, quoting McKay from a February 2010 discussion of action items that must continue to be on a space "to do" list:

  • The development of lunar simulants for testing and validating new lunar technology.
  • Evaluation of the potential hazards of exposure of humans to lunar dust, asteroidal regolith, and Mars regolith.
  • In-situ Resource Utilization (ISRU) technology development aimed at producing oxygen, propellant, water, useful gases and construction materials for use on planetary bodies or for export into space.
  • Lunar science needs to be funded at a higher more realistic level.

"We will eventually return humans to the moon and possibly send them to asteroids and Mars," McKay said in the 2010 discussion. "We need to concentrate on getting ready. Renewed emphasis on robotic missions is a proper step."

McKay's 'students'

Larry Taylor, ?a fellow "Apollo graybeard" and now professor of petrology and geochemistry at the University of Tennessee in Knoxville, said these words after learning of McKay?s passing:

"Dave's great contributions to the world of science were not only his insight into the lunar regolith/soil forming processes, but even more significantly to the huge numbers of great students and postdocs and colleagues that he nurtured and provided into lunar science. Having effectively been one of these scientists who worked and researched and published with Dave, the world is a far better place from having had his unique presence ?a true teacher and academician. We will all miss him, especially his 'students.'"

Boeing gave U.S. aviation regulators?on Friday Feb. 22 its plan to fix the volatile battery aboard its new 787 Dreamliner, even though investigators have not yet determined what caused the batteries to overheat on two planes last month.

Boeing did not propose abandoning the lithium-ion batteries and is not working on a backup or longer-term fix for the problem that has grounded its entire fleet of 50 Dreamliners for nearly five weeks, three sources familiar with the plan said.

The company and the U.S. Federal Aviation Administration said no firm result emerged from the meeting between Deputy Transportation Secretary John Porcari, FAA Administrator Michael Huerta and other FAA officials and Boeing Commercial Airplanes CEO Ray Conner and other senior Boeing executives in Washington.

With Boeing?s costs mounting by millions of dollars a day while the planes are on the ground, the FAA said it is ?reviewing a Boeing proposal and will analyze it closely. The safety of the flying public is our top priority and we won?t allow the 787 to return to commercial service until we?re confident that any proposed solution has addressed the battery failure risks.?

Boeing declined to comment on the details of its proposal, but said the meeting with the FAA was productive.

The proposal to the FAA includes measures to address a range of possible causes of short-circuits in the batteries, the sources said.

Five weeks ago, U.S. authorities grounded the worldwide fleet of 787s. U.S., Japanese and French investigators are still not certain what caused the battery fire aboard an All Nippon Airways 787 in Boston and an overheated, smoking battery on a Japan Airlines 787 in Japan.

The proposed fix includes adding ceramic insulation between the cells of the battery to help keep cells cool and prevent a ?thermal runaway? in which one cell overheats and triggers overheating in adjacent cells. It also includes building a stronger, larger stainless steel box with a venting tube to contain a fire and expel fumes outside the aircraft should a battery catch fire again, the sources said. In addition, the plan proposed wiring changes, self-torquing screws that will not come loose and battery alterations to prevent moisture and vibration problems, one of the sources said.

But there was also a plan to use a different battery type or some other longer-term fix, the sources said.

?I have talked to a number of people who are working directly on these batteries. No one is on the Plan-B team,? said a person familiar with Boeing?s efforts who was not authorized to speak publicly about them.

A second source, who also was not authorized to speak publicly, said Boeing does not view its proposal as a temporary ?band-aid? that would be supplanted by another solution later.

Boeing spokesman Marc Birtel said in a statement: ?We are encouraged by the progress being made toward resolving the issue and returning the 787 to flight for our customers and their passengers around the world.?

Birtel reiterated that hundreds of engineers and technical experts are working ?around the clock? to return the 787 fleet to service. ?Everyone is working to get to the answer as quickly as possible and good progress is being made,? Birtel said.

Richard Aboulafia, aerospace analyst with the Teal Group in Virginia, said Boeing needed a backup plan in case the FAA did not approve its proposal reported Reuters.

Cuba parliament gathers, will select president

HAVANA (AP) ? Cuba's parliament reconvened Sunday with new membership and was expected to name Raul Castro to a new five-year-term as president. All were watching whether younger politicians might be tapped for other top leadership posts, providing hints of a possible future successor.

Castro fueled speculation on Friday when he talked of his possible retirement and suggested he has plans to resign at some point. It was unclear whether the 81-year-old leader was joking, but he promised his speech Sunday would be "interesting."

If a fresh face is named as one of his top deputies, it could indicate that his administration is settling on who might carry the country forward when those who fought in the 1959 revolution can no longer do so.

Raul Castro turns 82 this year and would be 86 when a new term ends. His top two lieutenants are also in their 80s.

"This National Assembly is important because it formally is going to govern the fate of the country for the next five years, which will be decisive for changing personnel ? what I call the intergenerational transition," said Arturo Lopez-Levy, a Cuban economist and analyst who lectures at the University of Denver. "The intergenerational transition cannot be put off any longer."

Fidel Castro, who ceded the presidency to his brother after falling ill, attended Sunday's session, in which 612 legislators were sworn. Delegates then picked economist Esteban Lazo as the National Assembly's first new chief in 20 years.

Lazo, who turns 69 on Tuesday, is a vice president and member of the Communist Party's ruling political bureau. Parliament meets only twice a year and generally passes legislation unanimously without visible debate.

Ricardo Alarcon, who had been the body's president for two decades, was not on the ballot this year.

The assembly will also nominate the Council of State, Cuba's maximum governing body, which is made up of the president, a first vice president, five vice-presidents, a secretary and 23 other members.

The president also oversees the Council of Ministers, or Cabinet.

Castro has spoken in the past of implementing two-term limits for public officials up to and including the president, as well as the importance of grooming new leaders to take over from his graying generation.

"Raul Castro has said they're behind. He has set the task of promoting people from the younger generation into the leadership, but so far hasn't put them into the top-level leadership," said Philip Peters, a longtime Cuba analyst at the Virginia-based Lexington Institute think tank. "So we will see on Sunday if this is what they do."

This would be Castro's second full term after formally assuming the presidency in 2008. He took over provisionally in 2006 when his elder brother was stricken with a life-threatening intestinal illness.

President Castro is about halfway through a program of key social and economic reforms that have already seen the expansion of private business activity, legalized home and car sales, an easing of restrictions on foreign travel and the handover of fallow state land to independent farmers.

Cuban state media said both Castros received a standing ovation when they arrived at a Havana convention center for Sunday's parliamentary gathering.

The brothers sat next to each other at the assembly, along with first vice president Jose Ramon Machado Ventura.

It was the first time since summer 2010 that Fidel Castro, who is retired but still formally a delegate to the National Assembly, attended a session of parliament.

Foreign media were not invited to the early parts of the gathering, but were promised access to its closing moments.

(AP) ? Variously known as an adult playground and Disneyland for grown-ups, Las Vegas brands itself as a place where tourists can enjoy a sense of edginess with no real danger.

But a series of high-profile episodes of random violence amid the throngs of tourists is threatening Sin City's reputation as a padded room of a town where people can cut loose with no fear of consequences.

A car-to-car shooting and fiery crash that killed two bystanders and an aspiring rapper Thursday followed a bizarre elevator stabbing and a movie theater parking lot shooting.

Though crime has been falling on the glitzy stretch of Las Vegas Boulevard that houses most of the city's major casinos, tourism officials worry that vacationers and convention planners could begin to steer clear of the town because of a perception of mayhem.

"We are concerned because it can create misperceptions about the safety of the city, the safety of the Strip," said Gary Thompson, spokesman for Caesars Entertainment, which owns 10 resorts in the tourist zone, including Caesars Palace and Paris Las Vegas.

Casinos are particularly worried about convention business, which helps fill rooms and gambling tables between weekends. Corporate planners can swing the market with a few decisions, said Gordon Absher, spokesman for MGM Resorts International.

"And that decision will bring thousands of people," he said. MGM operates several major casino-hotels, including CityCenter, where Thursday's convulsion of violence originated.

Violent crime, which includes murder, rape, robbery and assault, in the city's main tourist hub fell 13 percent in 2012, from 256 to 223 incidents, and is down 11 percent for the first part of 2013, with 50 incidents reported. The number of rapes has fallen by more than a third.

There have been two homicides just off the Strip this year, in addition to the three deaths Thursday, compared to none in the area during the first month and a half of 2012.

Had they taken place elsewhere, the incidents that made headlines in recent weeks would never have become national stories, Thompson said. But when the crime happens in a city that welcomes 40 million visitors a year, people tend to care even if they haven't seen the neon lights in years.

"It's like, 'I was there! I stayed in there in Las Vegas! I walked that part of the Strip!'" he said.

The spate of violence started just before the new year, when a man shot and killed his ex-girlfriend, an Excalibur hotel-casino concierge clerk, before fatally shooting himself.

The following week, a blackjack dealer was wrestled to the ground at the Bellagio with razor blades in both hands. She is charged with killing a 10 year-old girl and then slashing her co-worker's face.

On New Year's Eve, a man allegedly fired a gunshot into the floor of the crowded Circus Circus casino during an argument. A Saudi air force sergeant is accused of raping a 13-year-old boy in the rooms above the same night.

A nighttime shooting outside a Strip movie theater left two people critically wounded earlier this month. Last week, two random men allegedly assaulted a visitor in the elevator at the Mandalay Bay property, tackling him and stabbing him in such a frenzy that they also stabbed each other.

During the same period, Las Vegas courts sentenced a Florida teacher for killing a stranger with a single punch after trading words in a casino bathroom, and heard the case of two law students charged with beheading an exotic bird at the Flamingo casino-hotel.

The shoot-'em-up car chase that closed the Strip for 12 hours Thursday was the most public and deadly incident yet.

A person in a luxury SUV opened fire on an aspiring rapper in a Maserati near one of the busiest intersections on the iconic corridor. As the bullets flew, the Maserati ran a red light and crashed into a taxi, which burst into flames. The taxi driver, a passenger and the rapper were killed, and six people were injured.

Casino executives say they do all they can to keep visitors safe, with armies of guards, networks of high-definition surveillance cameras and undercover security workers scattered throughout nearly every major attraction.

"Unless you are a complete idiot, you're not going to want to commit many crimes in or around a casino because you're going to get caught," Thompson said.

But catching a criminal isn't the same as stopping the crime.

Commissioners in Clark County, where Las Vegas is located, are weighing steps to increase safety, including installing additional cameras in public spaces and broadening the sidewalks. In October, they banned potentially dangerous objects including fireworks, knives and toy guns from the Strip.

But real guns remain permissible. Nevada's relaxed gun laws, including the ability to carry them openly, have made Las Vegas an attractive spot for shooting ranges and gun shows.

Some observers think police should step up their presence on the Strip, just as they did after three slayings in 2011.

"Clearly they should be looking into this because they have had a string of incidents now, and while they've all been random incidents, they all did happen," said David Schwartz, the Director of the Center for Gaming Research at the University of Nevada, Las Vegas.

On Thursday, police spokesman Jose Hernandez said the department had no plans to send additional officers to the Strip, noting that crime remains relatively low for a town that accommodates so many visitors each day.

But with violent crime, as with so much else in Vegas, perception may outweigh reality. As a place built on the promise of letting loose, the city must work extra hard to banish all fear of danger, said Tony Henthorne, a marketing professor at the William F. Harrah College of Hotel Administration in Las Vegas.

"It's important for any destination that relies on tourism for a major percentage of its income to appear safe," he said, "and also actually to be safe."

The Road to WrestleMania is in high gear, and whenever The Show of Shows is at the forefront, so is the name of one WWE Hall of Famer: Shawn Michaels.

Passive Income With Kindle Publishing - ShoeMoney Internet ...

Kindle publishing has been a great way for affiliates to diversify their business. It?s not a magic bullet,? but it can provide consistent, stable income if done correctly. In the affplaybook.com forum we?ve been discussing how to approach Kindle publishing from a business perspective and not an affiliate perspective. There?s an important difference!

Publishing is one of those things that not many affiliates get right. That?s unfortunate because it has the potential to offer mostly passive income after the initial work is done. I wanted to give you some insights into getting started in this post.

What is Kindle Publishing?

Come on, really? ;) Kindle publishing is nothing more than selling a book on the Amazon marketplace. In short ? you write a book, publish it on Amazon, and collect the commissions. Of course, it isn?t quite that easy but still close.

An Affiliate Walked Into a Bar..

?to write a Kindle book?ok, I?m obviously not going to earn much money writing comedy books, but think about how an average affiliate would approach Kindle publishing. They would probably do something with spun content, PLR, cheap overseas writers, etc. To make up for the lack of quality, they would just do hundreds and hundreds of books.

This approach won?t work well, if at all. First, Amazon is pretty strict about the PLR thing. Second, real people will actually review your books. Your books probably won?t get a ton of reviews (at least initially) so if people see a 1 star review you can expect sales to grind to a halt. It?s also safe to assume that Amazon will become stricter on publishers in the future.

Kindle publishing is not something to do unless you are willing to put in the work to make it viable long term. This means (to some of you) it?s going to be boring, you won?t see a lot of money for a while, and it will feel like you aren?t making progress. This is something you build over time that has the potential to last ?forever? with almost no upkeep or maintenance.

What?s the potential?

Will you become a millionaire publishing books on Amazon? Doubtful. Can you make a very steady, and relatively easy 4 and maybe even 5 figures per month? Absolutely! It will take months to get there though. This isn?t like an affiliate campaign where you can hit your first $100/day in a short matter of time.

What do I write about?

You can write about literally anything, but some stuff works better than others. A novel might take you a long time to write, where a basic ?how-to? book might go much faster.

This is key ? You?re not trying to write one magic book to make all your sales. Some of your books will sell well, others will flop. You want to be constantly writing and publishing books. No one single book will generate enough sales to make it worth having just that one. Another benefit of writing lots of books is cross promotional possibilities. You can actually have a significant effect on your books exposure through various promotional efforts in the Kindle marketplace.

Spend some time researching what people write. Download some books and see how they?re structured, how long they are, etc. Keep in mind, a lot of the self published books are crap so don?t necessarily copy their style.

But I hate writing!

This is probably not what you want to hear, but it?s the truth ? you can outsource your writing but it?s not going to work well. The problem is that most books won?t make a ton on their own, so what you would have to pay to have something (of the quality it needs to be) written will be more than the book would potentially make for years.

That doesn?t mean you have to do all the writing yourself. You might be able to partner with someone and each do half, you might have a relative who?s a good writer, etc.

There are tools to make writing faster too, like Dragon Naturally Speaking. Once you get into a good writing rhythm, it actually doesn?t take that long to crank something out.

Not all books need to be super long. Spend some time looking at Kindle books, and you?ll discover some formats that enable you to put a book together relatively fast.

The Democratic National Committee raised $4.3 million in January, but is still weighed down by a significant amount of post-election debt.

While it?s not unusual for political parties to creep into the red after an election, Democratic Party ended the 2012 cycle with a debt of $21.5 million, according to a new filing with the Federal Elections Commission.

The committee?s latest report shows the DNC paying down nearly $700,000 of their post-election debt? ? which shrank to $20.7 million.

The committee has $4.6 million cash on hand, and spent $3.9 million in January.

The DNC enters the 2014 cycle in a similar position to the Republican National Committee in 2010. The RNC ended the 2010 election more than $23 million in debt ? and party regulars worried about the GOP?s ability to compete with Democrats in a presidential year.

Earlier Wednesday, the RNC announced it had raised $6.9 million in January, with $7.1 million in the bank. The committee retired the last of its outstanding debt at the end of 2012.

Putin: Archive could go to Jewish museum

MOSCOW (AP) ? Russian President Vladimir Putin is suggesting that a vast collection of Jewish books and documents that is the focus of a dispute between Moscow and Washington be given a permanent home in the Russian capital's new Jewish Museum.

A U.S. judge in January ordered that Russia be fined $50,000 a day until it turns over the so-called Schneerson Collection to Chabad Lubavitch, a Hasidic movement within Orthodox Judaism headquartered in Brooklyn, N.Y.

Russia claims the collection is state property. Putin on Tuesday criticized the ruling, saying "discussion of this problem has taken on elements of confrontation," Russian news agencies reported. The collection is now held at the state library and military archives.

Putin said he would consider ordering the collection be placed at the Jewish museum, which opened last year.

GE is providing Southern California Edison with a Phasor Measurement System to acquire, monitor, visualize, analyze, archive and share phasor measurement information. In contrast to traditional SCADA systems that acquire measurements at rates of two to 10 seconds, GE?s Phasor Measurement System acquires measurements of underlying grid conditions from phasor measurement units (PMUs), located within SCE?s system as well as neighboring utilities, at a rate of 30 times per second, providing operators with visibility to power system dynamics and a real-time wide-area view of the grid.

The phasor project, also known as a wide-area situational awareness system, involves the deployment of PMU devices in 500 kV and 230 kV substations throughout SCE?s network and their integration with associated situational awareness applications at the grid control center, providing real-time decision support to system operators. The solution provides real-time monitoring of power flows, voltage magnitudes and phase angle differences between utility substation busses as well as frequency and its associated rate of change. The design of the system also accommodates the incorporation of supplemental information from other sources such as energy management systems and non-electrical system data (weather, traffic, fire, earthquake, etc.) to provide a holistic real-time view of the electrical grid for system operators.

?GE is providing an EMS-like platform that combines synchrophasors with other sources of information to enhance wide-area situational awareness in real time,? said Michael Carlson, general manager?software solutions for GE?s Digital Energy business. ?Our phasor system will enable SCE to complete phase one of the project by exchanging synchrophasor data with the Western Electricity Coordinating Council and its member utilities.?

New DOL guidance on FMLA leave to care for adult children ...

It has always been understood that employees are entitled to take FMLA leave to care for minor children with serious health conditions. But it?s been less clear how the FMLA applies to employees who need time off to care for an adult son or daughter. Now the U.S. Department of Labor?s Wage and Hour Division (WHD) has weighed in with guidance.

The interplay between the FMLA and the ADA lies at the heart of the matter. According to WHD Administrator?s Interpretation No. 2013-1, issued Jan. 14, 2013:

A parent is entitled to take FMLA leave to care for a son or daughter 18 years of age or older, if the child:

  1. Has a disability as defined by the ADA
  2. Is incapable of self-care due to that disability
  3. Has a serious health condition

Only when all four requirements are met is an eligible employee entitled to FMLA-protected leave to care for his or her adult child.

Note: The Administrator?s Interpretation notes that employers should broadly define ?disability,? as required by the Americans with Disabilities Act Amendments Act of 2008.

The interpretation makes clear that ?the age of a son or daughter at the onset of a disability is not relevant in determining a parent?s entitlement to FMLA leave.? That means an employee may be entitled to use FMLA leave to care for an adult child who is disabled as a result of an old condition (such as a birth defect or childhood illness) or a recent illness or injury, such as a car accident.

That distinction is crucial because, as the guidance notes, existing FMLA regulations ?do not explicitly address whether it is relevant if the disability occurs before or after the son or daughter turns 18 years old.? The WHD based its conclusion on an analysis of the FMLA?s legislative history.

The WHD guidance includes hypothetical examples of scenarios in which employees may and may not be entitled to take FMLA leave to care for adult children with serious health conditions.

Final note: Administrator?s Interpretation No. 2013-1 also clarifies that parents of military service members injured in the line of duty may be entitled to take more than 26 workweeks of FMLA leave in a 12-month period, as permitted by the FMLA's military caregiver leave provisions.

Cameroon cocoa exports up 15 pct through January

YAOUNDE (Reuters) - Cameroon's cocoa exports rose almost 15 percent in the five months to the end of January, compared with the same period last season, National Cocoa and Coffee Board statistics showed on Tuesday.

The world's fifth-largest cocoa grower shipped 172,135 tonnes between the start of the 2012/2013 season in August and the end of last month, up from 149,793 tonnes exported over the same period last season.

No specific reason was given for the rise in exports, although weather conditions for crops have been better than in the 2011/2012 season.

The central African country exported 37,004 tonnes in January, down from 41,136 tonnes in December, and up from 17,803 tonnes in January 2011, the figures showed.

The number of exporters fell to 27 from 32 in December. Telcar Cocoa Ltd topped the monthly export chart with 11,035 tonnes, followed by Olam Cam, a subsidiary of Singapore commodities firm Olam, with 5,134 tonnes.

The rise in exports came as farmgate prices slipped by up to 4 percent in the main growing centres in February, along with a price fall at the port, after some beans were blocked from entering the EU market due to poor quality, authorities said on Friday.

Cocoa, the main cash crop in Cameroon, is mainly grown in four regions, with the Centre and South West Regions each accounting for 40 percent of national output.

Cameroon exported 180,000 tonnes of cocoa during the 2011/12 season, down from the 200,083 tonnes the previous season, due to a prolonged dry season and attacks by pests and diseases.

Pac-12 reprimands Montgomery for shoving player

BERKELEY, Calif. (AP) ? California coach Mike Montgomery was reprimanded by the Pac-12 on Monday for shoving one of his own players in the chest during a game.

The conference did not announce what specific punishment Montgomery received for his actions Sunday night, although he will not be suspended.

"While emotions can run high in competitive environments, Pac-12 coaches are expected to conduct themselves in a manner that will reflect credit on the institution and the conference," Commissioner Larry Scott said. "Each Pac-12 coach must be aware that they are an example to student-athletes and other students, and consistent with this influence and visibility, must meet a particularly high standard."

The confrontation happened during a timeout early in the second half of Cal's 76-68 win over Southern California on Sunday night when Montgomery yelled at star guard Allen Crabbe for nonchalant play and then shoved him in the chest with both hands.

Montgomery downplayed the run-in immediately after the game but later issued an apology through the school. On Monday, he acknowledged he went too far trying to get his star player out of a funk.

"I made a mistake," he said in an interview with Pac-12 Networks. "There's no question about that. Allen is so important to us. There's a lot of pressure on Allen. He's got to perform for us. People are holding him, they're pushing for him, they're physical with him. It's very difficult for him. He, like everybody else, I'm sure he gets tired of that.

"Sometimes he tends to take himself out a little bit. Yet for us, he's our leader. We can't play if Allen is not engaged. To his credit, he generally has been but in this particular game I thought he was a little bit out of it."

Crabbe had to be forcibly restrained by teammates and briefly left the court before coming back and leading a comeback victory for the Golden Bears (16-9, 8-5 Pac-12).

Athletic Director Sandy Barbour said in a statement late Sunday night that she understood the game was emotional but Montgomery's actions were inappropriate.

"It is unacceptable for our coaches to have physical contact with student-athletes regardless of the circumstances," she said. "The second-half incident was certainly out of character for Mike Montgomery, and I am confident that something like this will not happen again."

Montgomery tried to make light of the controversy in the postgame news conference, smiling and saying the move motivated Crabbe. He also said he would do it again.

"Worked, didn't it?" Montgomery said of the exchange with Crabbe. "Allen had come down twice went to the wrong side of the court and his guy shot two 3s. I was trying to get him going. Probably overdid it a little bit but Allen's my guy. We can't win if he is not ready to play."

Crabbe, the leading scorer in the Pac-12 with an average of 19.8 points, scored 14 points after the shove and led the Bears back from a 15-point deficit to win.

Montgomery later apologized in a statement released by the school.

"I have great passion for this game and tonight, I let my emotions get away from me in the heat of the moment," Montgomery said. "While my intent was to motivate our student-athletes, my behavior was inappropriate and I apologize for my actions."

Crabbe said after the game that emotions were high at the time and Montgomery was just trying to motivate him.

"Everything's fine," Crabbe said. "It's under the bridge. He's my coach, no hard feelings. We're just going to keep moving on."
